Can I use my cellphone as an ip phone?

I know am ip phone usually to be one that is connected in the phones, to a stable internet connection and is usually like those normal phone handsets.

But seeing as this is a VoIP devices and just needs good internet, can I use my cellphone as an ip phone and if so is there any special software that I need to install?
